These photos document illegal food dumping in Jackson Square. Ms. Jeniece Black in Parks & Parkways has narrowed down the timeframe for the dumping from 4 a.m. to 6 a.m. It happens around 2-3 times a week. The individual dumps it over the fence of the square, alternating between the St. Ann Street side and the St. Peter Street side closest to the Cathedral. The individual enters the square with arms full of full grocery bags. He places the bags in front of the fence, then proceeds to take the product out and throw it over the fence into the square.
